The foundation stone for an Apparel & Garment Making Centre was laid by minister of state for textiles Santosh Kumar Gangwar and chief minister of Manipur, O Ibobi Singh in Imphal, Manipur.

The Centre is being set up as part of a landmark initiative announced by the Prime Minister Narendra Modi in Nagaland, on December 1, 2014.

The Prime Minister had announced that an Apparel and Garment Making Centre shall be constructed in all North Eastern states.

Work on such a Centre for Nagaland has already begun, after the foundation stone was laid by the union textiles minister, on February 24, 2015.

A press release from the textiles ministry also informs that Gangwar will also lay the foundation stone for an Apparel & Garment Making Unit at Namchi District, Sikkim.

The textiles minister said that the Manipur project will be a beginning in the direction of setting up of an organised textile industry in North Eastern Region.

Gangwar expressed his ministry’s commitment in pursuing the development of all segments of textiles industry in North East, by giving thrust to improving earnings of primary producers and workers.

He said that the Ministry is working in a committed manner to enable the workers of the Indian textiles sector to get due value for their rich cultural products.

He assured that all necessary cooperation will be extended to all stakeholders for strengthening the textiles sector in the country.

Secretary in the ministry of textiles, SK Panda explained how the Apparel and Garment Making Centre would contribute to generating income and employment.

Each Apparel and Garment Making Centre set up under the initiative is estimated to generate direct employment for 1,200 people.

Each state will have one centre with three units, having 100 machines. For local entrepreneurs with requisite background, required facilities to start a unit will be provided in ‘plug and play’ mode.

Once such entrepreneurs get established, they can set up their own units, allowing the facility to be provided to new entrepreneurs.

The project will be fully funded by the ministry of textiles and the estimated expense is Rs 18.18 crore for each state.

The central assistance would be towards construction of physical infrastructure, purchase of machinery and capacity building for next three years.

The State Government’s contribution is in the form of land admeasuring 1.5 acre and Manipur has accordingly, identified land at Lamboikongnangkhong in Imphal West.

The initiative comes under the North East Region Textile Promotion Scheme (NERTPS) of the Ministry of Textiles.

NERTPS is an umbrella scheme for the development of various segments of textiles, like silk, handlooms, handicrafts and apparels & garments and has a total outlay of Rs. 1038.10 crore in the 12th Five Year Plan. (AR)
