In order to overcome labor shortage in the small and medium manufacturing enterprises of the country, Japan Chamber of Commerce and Industry (JCCI) has requested for acceptance of unskilled foreign workers in to the country to resolve this serious problem.

In fact the Government body calls for admitting unskilled foreign laborers without any restriction on the type of jobs they can do. However, they also suggest that certain requirements would definately need to be laid down.

It is the Government who will have to decide on the number of workers to be accepted and accordingly issue a working visa valid for three to five years.

After monitoring the status of labor shortage in manufacturing, agriculture and other sectors, the Government will notify on the number of workers to be recruited for various purposes.

Of the few criteria laid out, the most important ones are that the candidate must pass a Japanese language proficiency test in their home country and complete a training program to learn Japanese customs.

Presently, the country allows unskilled foreign workers only under a three year training and technical internship program that comprises one year of basic job training and two years of practical on job training.
