A leather Testing Lab and a Skill Development Centre will be set up in Kanpur, soon. The Council of Leather Export (CLE) has acquired four-acre land in the Magarwara area of Unnao district, for this establishment.

Construction work of this project will commence in the first week of February, and it is anticipated to complete in one year. As there is no leather testing lab in Kanpur at present, the leather exporters of the city come across a number of difficulties while dealing with international buyers.

They have to take their samples to the labs in New Delhi, Chennai or even in foreign countries for tests, which causes production delay and increase in manufacturing cost of leather products, said Mr. Mukhtar-ul-Amin, Former CLE chairman and leather exporter.

Establishing the lab will escalate the leather exports from Kanpur, apart from reducing production time and manufacturing cost as many leather samples have to go through dozens of lab tests before approval, added Mr. Amin.

He further informed that the Infrastructure Leasing and Financial Services Ltd (IL&FS) prepared a project report for setting up the lab, and CLE would be acting as a nodal agency for the project which is an autonomous non-profit company, functioning under the aegis of the Ministry of Commerce and Industry.

The leather testing lab costing Rs. 70 million would be established on one acre land, while on remaining land of three acres would be utilised to set up a skill development centre at an expense of Rs 80 million.

Kanpur has been a significant leather export centre of the country, along with Chennai. Around Rs. 32 billion of leather products had been exported from Kanpur in the year 2007-08, and in 2008-09 these exports increased to Rs. 34 billion.

The project needs to be completed as early as possible as it will give the boost to leather export industry of the city and will deal with the issue of dearth of skilled workers, emphasized the CLE Regional Director Ms. Indira Mishra.

Further she added that three-month training in the skill development centre will make the trainees to work efficiently in the leather units. A fund of Rs. 150 million has already been released by the state government, for this project, informed Ms. Mishra further.
