According to a goal, the major enterprises in China's cotton textile industry will reduce their general energy consumption by about 4 percent by 2015, and the proportion of sizing materials containing PVA would be reduced to 10 percent.

China's government has promised that CO2 emissions per unit of GDP in 2020 will be reduced by 40-45 percent from those prevailing in 2005.

China has also started implementing a medium and long term plan for the domestic economy and social development as a restrictive index.
