Compared to the 3rd quarter of the previous year, unemployment decreased in all regions. The most remarkable is Northern Estonia, where the unemployment rate decreased to the record low of 2.7%.

The unemployment rate was continuously smaller than Estonia's average also in Western Estonia (3.9%). In Northeastern Estonia, where unemployment is the biggest, the unemployment rate decreased to 7.8%. In Central Estonia the unemployment rate was 4.8%, and in Southern Estonia — 4.6%.

In the 3rd quarter of this year 662,000 people aged 15–74 were employed, 29,000 people were unemployed and 356,000 people were economically inactive (students, retired persons, homemakers, discouraged persons, etc.). Compared to the 3rd quarter of the previous year, the number of the employed persons grew by 1.9%. Employment increased due to the decline in unemployment and inactivity.

Beside the lowest unemployment rate, economic activity of the population, too, is the highest in Northern Estonia. That is why, compared to other regions, finding new employees among the unemployed and inactive persons is more difficult for the employers of this region. For that reason the number of persons going to work from other regions to Northern Estonia, first and foremost to Tallinn, has increased during the last years.

In 2006, the number of people working in Tallinn was 242,000. 32,000 of them lived in Harju county, and 14,000 — elsewhere in Estonia. During the last five years, the number of persons living outside Tallinn but going to work to Tallinn has increased by 1.5-fold.

The estimates are calculated on the data collected by Labour Force Survey conducted by Statistics Estonia since 1995. Every quarter 5,000 persons participate in the survey. The survey is carried out by statistical organisations in all European Union Member States on the basis of the harmonised methodology.
