7. Bid process management for BOT tender.
8. Assist in negotiation with BOT operators.
9. Legal vetting of all the contracts/agreements.
10. Overseeing the construction vis a vis BOT guidelines.
11. Project Consultant to hold two meetings a month with the BOT contractors. The monthly site meetings will be held in the last week of every month to discuss contractual matters – progress, time schedules and other matters affecting the contract.
12. Generation of monthly MIS.
13. Assist in the close out.
FEES AND EXPENSES:
The Project Consultant is expected to provide a summary of their fees and expenses for providing the services.
TIMEFRAME:
The project is expected to be completed in 18th months.
PERSONNEL:
The Project Consultant shall assume the sole responsibility for the execution of the assignment and shall ensure that the personnel proposed have the relevant experience and expertise. In this regard the personnel are expected to have relevant experience and expertise in similar works.
REQUIRED QUALITIES AND TECHNICAL QUALIFICATION:
- Should be registered consulting company with sound expertise in project appraisal and management.
- Reference of last three jobs of the same or similar nature. With completion certificates from employers in project consulting for the last three years.
- Technical experience in financial analysis for the last three years, with good references of at least three jobs in the country or in the region.
- Qualified technical staff in civil and MEP engineering discipline, with an effective of at least three years.
SELECTION CRITERIA AND EVALUATION PROCESS:Selection will be based on
- Technical qualities of proposals, experience of the firm, qualification of the consultants, methodology and the amount for the proposal.
- Evaluation shall be based on the following;
- General experience of the consultant in the field of assignment
- Experience in similar jobs in last three years
- Methodology and comprehension of terms of reference
- Experience and qualification of the key staff.
