Investment in T&G industry to touch Rs 1,506 bn by 2012

The ministry has also asked for a Rs 2,600-crore package to help the handloom cooperatives. The package includes a waiver of loans for handloom cooperatives and loans at concessional interest rate of 7%.

Forty Integrated Textile Parks are being set up under the SITP. The Palladam Hi-Tech Weaving Park was inaugurated on April 19, 2008 by myself and Shri P. Chidambaram, and the Pochampally Handloom Park, Pochampally was inaugurated by me on November 16, 2008. These forty parks will provide employment to approx. 9.08 lakh people and annually produce goods worth Rs. 38, 155 crore.

The Minister said that the cotton is the main stay of our textiles industry. With the launching of Technology Mission on Cotton in 2000 and introduction Bt Cotton seed in 2002, and due to the focused support provided by the Government in recent past, the cotton situation has radically improved. Our production has reach a level of 31.15 million bales in the cottons season 2007-08, and it is estimated that it will reach a record level of 32.20 million bales. The quality of Indian cotton has improved significantly and our yield will reach 591 kg. per hectare this cotton season.

We are the second largest producer, exporter and consumer of cotton. The competitiveness of our cotton is also reflected in the share of cotton in fibre consumption, which is 60% of total fibre consumption. The share of cotton in the textiles and clothing exports is more than 75%.

Shri Vaghela said that the Government is operating the Minimum Support Price (MSP) Scheme through the Cotton Corporation of India Ltd. (CCI) to ensure a minimum return to the farmer. To stabilize the long term cotton production in the country and to help the farmers, while balancing the interests of textiles industry, the MSP for cotton season of 2008-09 has been substantial raised by 40%, said Vaghela.

The Indian textiles industry has an inherent advantage in terms of raw material, design inputs and labour. Recently, we have overtaken the USA to become the second largest producer of cotton in the world. This was due to focused support to farmers provided by the UPA government, which has resulted in an increase in productivity as well as production. Since 2005-06, we are a net exporter of cotton. The production of manmade fibres and yarns has shown a rising trend during the last four years, to the extent that we are now the fifth largest producer in the world.

We are the second largest producer of silk in the world and quality and productivity is improving. Likewise, we have an adequate production base of high-quality carpet-grade wool, said Vaghela.

The Minister informed that the government announced the first National Jute Policy in April, 2005, and as envisaged in the National Jute Policy, the Jute Technology Mission, at an estimated cost of Rs 355.55 crore, was launched in February 2007. We propose to set up 10 jute parks by 2012, of which four parks have already been shortlised, three in West Bengal and one in Rajasthan. The National Jute Board Bill, which will synergize the functioning of various bodies engaged in jute sector, has been recently passed by the Parliament, said Vaghela

The Minister informed that as a part of a social welfare measure, UPA Government restructured and initiated Schemes to provide insurance coverage, including cashless OPD facilities, to handloom weavers, handicraft artisans and their families.
