Jiangsu province first raised minimum wage on February 1 and now after six months, 27 other provinces out of 31 provinces, except Hong Kong and Macao, have taken the lead in adjusting the minimum wage.

According to the "Rule on Minimum Wage" passed in 2003, minimum wage should at least be adjusted once every two years. But, due to the impact of the global financial crisis in 2009, minimum wage was unadjusted for nearly two years.

Among them, Shanghai has raised monthly minimum wage to 1,120 Yuan, the highest level, Beijing has set the per hour minimum wage at 11 Yuan, the highest-hour level, and the increase of average minimum wage in Hainan is 37 percent, ranking the first in the country.

With the improvement in domestic as well as global economic situation, Jiangsu, Zhejiang and other coastal economically developed areas have started to adjust the minimum wage. Other than that, enterprises are facing a serious labour shortage.

According to statistics, at least 20 provinces have raised minimum wage over 20 percent, while in Hainan, Sichuan, and Tibet the increase is as high as 30 percent.
