The Ministry of Economic Affairs has negated the charge that its decision of not conducting an administrative trial in respect of a proposal for setting up the nation's eighth naphtha cracker on coastal wetlands in central Taiwan was necessary.
According to the ministry, the project has been launched by Kuokuang Petrochemical Technology Co. (KPTC) with its own funds, so, there is no need for any authorization from the Ministry of Economic Affairs' Industrial Development Bureau. Thus, the Ministry is not required to conduct an administrative hearing corresponding to the Administrative Procedure Act.
The project is facing opposition from over 1,200 university professors and other academicians in the town, who even issued a combined petition citing their objections on August 3. Also they have pledged to hold demonstrations in November, unless the Ministry succumbs to their demand and held an administrative hearing by that time.
However, the Ministry divulged that, it has already held a public hearing to discuss the issue of environmental effects of the project in February. It also informed that, presently the Cabinet-level Environmental Protection Administration is assessing the environmental effects of the projected plant.
The project is likely to generate a turnover of NT$460 billion while creating direct and indirect job opportunities for 18,000 and 357,000 people respectively.
