Chief Minister of Gujarat Narendra Modi recently urged spinners in Tamil Nadu to establish units in Gujarat.

In spite of Gujarat being a leading producer of cotton, a large number of spinning units are concentrated in Coimbatore. Cotton producing Western States send the cotton to Coimbatore for spinning, which is then sent to Gujarat where it is transformed into fabrics, Modi revealed before a group of entrepreneurs during an interactive session held by the Confederation of Indian Industry (CII).

The cotton production of the country totaled to some 295 lakh bales for 2009-10 fiscal, with Gujarat contributing around 98 lakh bales. Of the country's total 3,102 spinning mills, 1,931 are located in Tamil Nadu, and of this too, around 60 percent are in various districts of Coimbatore including in Tirupur, Erode and Salem.

Further, as Modi assured continuous and better power supply to the entrepreneurs, he also added that the CM actually doesn't have the power in this case, as it rests with the power sector.

5F – Farm to Fibre to Fabric to Fashion to exporting finished items to Foreign countries is the formula that he has developed for the textile sector in Gujarat. Modi added that, all those who are interested in this formula should venture into Gujarat and they will be provided with all the facilities.

He further said that, the transportation cost can be trimmed down considerably if these spinning mills branch out in Gujarat, thereby enabling the state to develop into a global player. But then he even clarified that he never meant to ask the mill owners to leave their state and relocate to Gujarat, but they can always expand in Gujarat while retaining their presence in Tamil Nadu.

Modi even stressed on the development process, which should not remain restricted only to government's agenda, but should be transformed into a mass movement. This is a must because if it remains as a government's agenda the development would be sluggish. Rather if it is transformed into a mass movement then the entire scenario could be different. This can be made possible by means of public-private partnership, but then it is essential to ensure transparency for the purpose.

Government should function by keeping the policies into consideration, and not as per the whims and fancies of individuals. More so because, chances of ambiguity automatically come down in such a policy-driven state, as there is no room for discretion, Modi said.

Modi while giving an account of the Central Government statistics said that, 78 percent of the jobs generated in the country during 2007 to 2009 were created by Gujarat. This materialized as agriculture sector and small as well as medium scale businesses were provided with a series of incentives.
