SNI may not stop influx of Indonesian textile imports

The proposed expansion of Indonesian National Standards (SNI) may not be able to prevent influx of textile imports into Indonesia, according to an expert from the industry.
With a population of around 238 million, Indonesia is the fourth-largest consumer market in the world. The declining demand in Western markets has made the Government concerned that there might be an influx of imports into the country.
The Government is planning to use non-tariff measures to stop a potential inflow of goods from other nations. Accordingly, the National Standardization Agency (BSN) of Indonesia has proposed to issue 40 new obligatory standards for 2012 covering textile products, among others.
These standards would be in addition to the existing 7,000 standards. Of these, around 1,000 industrial standards are applicable to a wide range of textiles and garments, including fibres, yarns, fabrics and home furnishing items.
Speaking to fibre2fashion, Mr. Ade Sudrajat, Chairman, Indonesian Textile Association (API), said, “The Government's proposal to expand SNI may not result in curbing of textile imports because the implementation of SNI is not easy. In the absence of proper enforcement, the measure would be less effective and poor quality textiles that do not comply with SNI may get imported into the country.”
“We are in talks with the Government on effective control and supervision of implementation of SNI in the industrial sector, including textiles,” he informed.
“Checking whether the products comply with national standards once a year would not prove effective and there should be a system and procedure in place to effectively monitor the implementation of SNI,” he opined.
He further added, “Monitoring must be done at frequent intervals, say every one or two months. In fact, there should be a separate body entrusted with vigilance and compliance of SNI, which is still missing in Indonesia. At present, the Government even lacks enough human resource to set up such a body consisting of people who can supervise and strictly enforce SNI regulations.”
