Govt takes steps to accelerate growth of handloom sector

The Handloom sector, including Kosa & Pochampalli Silk Industries, is facing constraints/problems primarily due to low productivity, stiff competition from powerloom and mill sector, inadequate input supply and marketing facilities as well as insufficient credit flow from institutional sources.

The Government has taken the following steps for the development of handloom sector including Kosa and Pochampalli Silk Industries:

-Pochampalli Silk as well as Kosa Silk products has been registered under the Geographical Indications of the Goods (Registration and Protection Act, 1999) to give legal protection and to prevent unauthorized use of these products by others. For promotion and development of Pochampalli Silk, the Pochampalli Handloom Park has been established with an outlay of Rs.34 crore under the scheme for setting up of Integrated Textile Park.

-Besides, for holistic development of handloom sector and welfare of handloom weavers, the Government of India, during the 11th Five Year Plan and current financial year, 2012-13, has been implementing six plan schemes, which are

(1) Integrated Handloom Development Scheme;

(2) Handloom Weavers Comprehensive Welfare scheme;

(3) Marketing and Export Promotion Scheme;

(4) Mill Gate Price Scheme;

(5) Diversified Handloom Development Scheme

(6) Revival, Reform and Restructuring Package.

-In order to prevent dumping of cheap chinese silk fabric the reference price (benchmark) for antidumping duty on imported Chinese silk fabric has been increased with effect from 5.12.2011.
