DoNER hits out at NEH & HDC bunglings

For not procuring adequate supplies from artisans for trade and bungling central funds DoNER had fired identical salvos at the North Eastern Handicrafts and Handlooms Development Corporation.

A report of Hari Krishna, joint secretary of DoNER revealed in the garb of total increased sales, the Handloom Corporation has been shielding its own inadequacies of not buying and selling adequate supplies from artisans.

“The Managing Director had said that sale has gone up during 2004-05.”

“Total sales had been Rs8.2 crore against which the Handloom Corporation's own sale of goods was only Rs1.02 crore,” the report said.

According to the report, “The lingering Rs7.18 crore were realized from consignment sales, which means goods sold by other persons from the Handloom Corporation showrooms through exhibitions planned by the handloom corporation.”

The report added: “We are not definite about consignment sales concerning what is being sold through our showroom and exhibitions.”

The report mwentions that there was total misconduct of finances received from the Ministry under DoNER and from the Development Commissioner of the Handloom Corporation.

“The accounting system is awfully poor which is apparent by an example.”

“During 2004-05, the Handloom Corporation's own sale of goods was for Rs1.02 crore whereas discount was given for Rs1.07 crore causing a direct loss of this amount to the Handloom Corporation.”

“To resolve this trouble, the accounting system has to be computerized,” the report said.

Further there was no qualified Chartered Accountant in the Handloom Corporation; one is without delay obligatory even if it is on a contract basis for six months or for a year.

“Showrooms are in an exceptionally tattered situation and need restoration and a facelift,” said the report.

“The Corporation may demand for funds under the 'sponsorship and publicity' scheme of the Ministry of DoNER,” the report adds.
