Preliminary Determination of Sales at Less Than Fair Value and Partial Affirmative Determination of Critical Circumstances: Certain Polyester Staple Fiber from the People's Republic of China
AGENCY: Import Administration, International Trade Administration, Department of Commerce.
EFFECTIVE DATE: December 26, 2006.
SUMMARY: We preliminarily determine that certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act'').
The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice.

SUPPLEMENTARY INFORMATION:
Initiation On June 23, 2006, the Department of Commerce (``Department'') received a petition on imports of PSF from the PRC filed in proper form by Dak Americas LLC, Nan Ya Plastics Corporation America, and Wellman Inc (``Petitioners'') on behalf of the domestic industry and workers producing PSF.
