1st Malaysia-Japan joint committee meet held under JMEPA

The Japan-Malaysia Economic Partnership Agreement (JMEPA), signed on 13 December 2005 in Kuala Lumpur by both the Malaysian and Japanese Prime Ministers, officially came into force on Thursday, 13 July 2006.

2. Y.B. Dato' Seri Rafidah Aziz, Minister of International Trade and Industry Malaysia and, H.E. Taro Aso, Minister of Foreign Affairs, H.E. Toshihiro Nikai, Minister of Economy, Trade and Industry, H.E. Shoichi Nakagawa, Minister of Agriculture, Forestry and Fisheries and H.E. Sadakazu Tanigaki, Minister of Finance of Japan met on Thursday, 13 July 2006 in Tokyo, Japan to hold the First Malaysia-Japan Joint Committee Meeting.

3. At the Meeting, the Joint Committee adopted and signed the decisions related to the:

• Rules and Procedures, and Financial Arrangements of the Joint Committee;
• Operational Procedures to implement the Rules of Origin necessary to confer preferential tariffs under the JMEPA; and
• Implementation of Tariff Rate Quota (TRQ).

4. The rules and procedures of the Joint Committee were adopted to facilitate the execution of the Joint Committee Meeting.

Operational Procedures to Implement the Rules of Origin

5. The Operational Procedures empower the relevant authorities in Malaysia and Japan, to issue the Certificate of Origin, to certify that a product is eligible for preferential tariff treatment, under the JMEPA.
