MOEA opens the 'Textile Industry Development Facilitation Office'

To expedite the upgrading of domestic textile industry, the Ministry of Economic Affairs (MOEA) has developed three “A Hundred Billion” programs by integrating its internal resources and gathering opinions from the industry, academic and research circles. The three programs are, respectively, “Technical Textile Productivity Doubling Project”, “Functional Textiles Development & Promotion Alliance” and “Taiwan in Fashion”.

Following the successful model of the “Two Trillion and Twin Star Program” for the electronic industry, MOEA has established the “Textile Industry Development Facilitation Office”. The sign unveiling ceremony was held at 9:00 am, Thursday, 31 July at 4F, Taiwan Textile Federation Building, 22, Ai-Guo East Road, Taipei, hosted by Mr. Shih Yen-Hsiang, Vice Minister of the MOEA.

This is an innovative and creative mechanism to put together resources of various legal organizations, headstream and downstream units of the textile industry, as well as cross-industrial efforts to achieve a synergy effect for industrial R&D, production and marketing, thereby attaining the industrial goal of a NTD580 billion productivity by year 2015.

The Textile Industry Development Facilitation Office will serve as the coordination center for the three “A Hundred Billion” programs. Through a series of seminars, the Office will facilitate cooperation among the headstream, middle and downstream units of the textile industry, as well as cross-industrial alliance, so as to identify their target products in common.

It is hoped that, with the various incentive programs from the government including coaching programs, subsidy plans and technology transfer-in, etc., the parties can work on the relevant product development or investment plans collaboratively and create new business prospects for the functional and technical textile products.

“Technical Textile Productivity Doubling Project”, the first project team to join the Office, will coordinate the relevant associations including Taiwan Technical Textile Association, Taiwan Private Equity & Venture Capital Association and Taiwan Composites Association to achieve a new investment target of NTD80 billions in year 2015, and a productivity target of NTD180 billions for the technical textile products.

The “Functional Textiles Development & Promotion Alliance” will facilitate the cooperation of 25 strategic alliances for new product differentiation. By developing the functional raw material and synergizing the production dynamics of the headstream, middle and lower stream units, the program aims to achieve a productivity of NTD100 billions for the differentiated derivative products. “Taiwan in Fashion” is a project connecting the professionalism of trading companies, collective marketing, talent development and environmental building, etc. to, indirectly achieve a productivity of NTD100 billions.

Textile industry has long been the greatest contributor to Taiwan's foreign exchange income, evidenced by an accumulated foreign exchange contribution of more than USD230 billions since year 1981. It is the lifeblood for the country's economic development. In terms of economic contribution, the textile industry has created, at its peak time, an annual productivity of NTD610 billions and an export value of USD13.2 billions.
