Anti-dumping probe into PTA imports from Thailand

The European Commission has received a complaint on protection against dumped imports from countries not members of the European Community alleging that imports of Purified Terephthalic Acid (PTA) and its salts, originating in Thailand, are being dumped and are thereby causing material injury.
The complaint was lodged in November 2009 by BP Aromatics Limited NV and CEPSA Quimica S.A., representing a major proportion, in this case more than 50 percent of the total production of PTA in the European Union.
The product under investigation, originating in Thailand, currently falls within CN code ex 2917 36 00. In the absence of reliable data on domestic prices for Thailand, the allegation of dumping is based on a comparison of a constructed normal value (manufacturing costs, SG&A and profit) with the export prices (at ex-works level) of the product under investigation when sold for export to the European Union (EU).
On this basis the dumping margins calculated are significant for the exporting country concerned. The European Commission will initiate anti-dumping proceedings against imports of PTA from Thailand in this regard.
