Purity & quality of the khadi should be maintained

A review meeting of Khadi Village Industries Commission (KVIC) was chaired by Shri Virbhadra Singh, Union Minister for Micro, Small & Medium Enterprises.

The Minister in his address, said that Khadi and Village Industries (KVI) is a very important programme for the rural economy of our country and is interwoven with its ethos. He stressed that transparency and working ethics should be encouraged and institutions producing spurious Khadi should be identified and weeded out to maintain quality and genuineness of Khadi.

The Minister also suggested that Khadi Bhawan and Bhandars should work out a mechanism to dispose old and unsaleable stocks and make way for display of fresh and saleable items suiting the customers' requirements. He also raised the issue of lack of transparency in forwarding and sanction of projects at the level of district level task force and banks under PMEGP.

Shri Virbhadra Singh further asked KVIC to be more vigilant so that there was no irregularity in sanctioning and rejecting of projects of PMEGP at the level of branch managers of Banks. He also suggested that the rate of interest being charged by some banks should be monitored as there have been complaints that banks are charging differential rates of interest from different beneficiaries which is of discretionary nature and brings irregularity.

Commenting on the Solar Charkha, developed by KVIC, the Minister suggested that a pilot study of Solar Charkha should be first worked out by KVIC and after studying its viability and its effects on the earning and drudgery aspects of the artisans, a final decision could be considered including required amendment in the KVIC Act. He suggested that state wise profiles of projects under PMEGP should be worked out based on the types of projects being sanctioned so that a potential beneficiary could know about the potential projects in the state under PMEGP based on the local conditions, resources, etc.

Speaking on the occasion the Secretary, Shri Uday Kumar Varma asked KVIC to promulgate a proposal for health insurance for spinners and weavers. He also suggested that KVIC should also fix up a target of enhancing its productivity by 15 per cent by end of this year. He stressed on the need for greater transparency and efficiency.

Sushri Kumud Joshi, Chairperson, KVIC, said Khadi Village Industries have high employment potential and is an important sector and should find place in the Government Policies. She thanked the Government for increasing the Budget allocation for KVIC in the current financial year.

The Meeting was also attended by Shri Sesh Kumar Pulipaka, Joint Secretary(MSME) and Shri J.S.Mishra, CEO, KVIC.
