Revamping of khadi outlets is required

A two-day All India State and Divisional Directors' Conference of Khadi and Village Industries Commission (KVIC) was inaugurated by the Minister for Micro, Small and Medium Enterprises, Shri Virbhadra Singh.

Speaking on the occasion the Minister said that khadi activities occupy a place of significance in India's rural economy not only because it is an important dimension of our heritage but also because the sector of khadi and village industries is capable of generating large scale employment at very low capital investment. Also khadi activity particularly spinning engages mostly women. Promotion of khadi is thus not only an economic activity but also a national prerogative and it is indeed important for rural economy which the Father of the Nation had realized. Khadi has been consistently generating employment in rural areas for many years and therefore the Government is committed to the sector with consistently higher allocation for the sector over the years.

Stressing the role of khadi in modern times he said, “we are witness to a rapid changes in the economic scenario, emerging technology, consumer preference, concept of inclusive and sustained growth, and it is imperative that we also change with changing time to stay relevant. This wave of change should be matched by our approach towards the sector. The approach should be a healthy blend of appreciation of the sector's strength, its vulnerability, social reality, global economic trend as well as the inherent capacity of the sector to grow without compromising its social commitments.”

Shri Virbhadra Singh said that change is required at Khadi Institution's Management. Artisans should be gradually made an integral and effective part of the management of the institution ensuring their effective participation in decision making. The role of Directors is very crucial as they are the cutting edge. Artisans should get wages promptly and the Directors should intervene in case of delay.

The Minister applauded this year's success in PMEGP implementation in the North-Eastern Region.

The Minister said revamping of khadi outlets is required and if necessary professional support should be taken in innovative ways. Bhavans should be renovated, where feasible. Old stock should be cleared, staffing of the outlets should also be looked into and each of the outlet should be run with greater efficiency to generate surplus.

Shri Singh asked khadi institutions to keep their mind open for new ideas – promote solar charkhas and move towards technology that is clean and low in carbon emission. Technological improvements are required to impart quality improvement and greater productivity in khadi to fetch a decent wages to the spinners and weavers and to reduce their drudgery.

The Secretary (MSME), Shri Uday Kumar Varma also congratulated KVIC for embarking upon a bold set of reforms which were very much required and which would guide the sector to a new era of growth and sustainability. He stressed on the need for e-tracking to be made operational in PMEGP at the earliest and thanked Shri Virbhadra Singh for his encouragement and guidance for the development of the sector with his experience of long association with rural sector.

The Chairperson, Sushri Kumudben Joshi and other senior officials of KVIC congratulated by the Minister and Secretary (MSME) for having arranged this very important review cum motivation exercise.
