India initiates probe into polyester yarn from 4 nations

India has initiated anti-dumping investigation concerning imports of polyester yarn (polyester spun yarn) from China, Indonesia, Nepal and Vietnam. The probe has been launched following a joint application filed by eight domestic yarn manufacturers including Arisudana Industries Ltd, Suryalakshmi Cotton Mills Ltd, and Suryalata Spinning Mills Ltd.

In their application to the Directorate General of Trade Remedies (DGTR), the investigation arm of the Union ministry of commerce and industry, the eight companies alleged that dumping of polyester yarn from the four countries is causing injury to the domestic industry and requested the government to impose anti-dumping duties on the imports of polyester yarn, originating in or exported from the four countries.

"The product under consideration is single yarn of polyester containing 97 per cent or more by weight of polyester staple fibres, commonly referred to as 'polyester spun yarn'. In market parlance, the product is also known as spun yarn, spun poly," the DGTR notification said.

Dyed polyester yarn, melange polyester yarn or coloured polyester yarn; and yarns coarser than 8s counts or finer than 45s counts would be excluded from the scope of the investigation, as per request of the applications, DGTR said.

The product under investigation, i.e. polyester spun yarn is classified under the tariff custom classification 55092100. This customs classification, however, is indicative only and is not binding on the scope of the investigation.

The period of investigation would be 18 months from April 1, 2018 to September 30, 2019.

The DGTR would probe whether the dumping of polyester yarn is impacting domestic players and if this is established, it will recommend imposition of anti-dumping duty. The revenue department will take the final decision on duty imposition.

Polyester spun yarn is used for knitting and weaving to make fabrics for garments and home furnishing.
