The participating countries and regions include China, Hong Kong, India, Indonesia, Japan, Macau, Malaysia, Philippines, Singapore, and Thailand.

The alliance formation was signified by the signing of a Memorandum of Cooperation (MOC) among members of AOSSC closed-door meeting at Cebu Provincial Capitol Building, Philippines on 28th October 2008. Commissioner Tim de Rivera of the Commission on Information & Communications Technology, and Director General of the National Computer Center, Office of the President of the Philippines, host of the AOSSC meeting 2008 said, “The signing of MOC is an important achievement of the meeting as a result of two years of discussions among members,”.

Mr. Gordon Lo from Hong Kong OSS Center, also Chairman of AOSSC 2008 said: “With this MOC, we are able to strengthen the collaboration between the OSS centers and to further promote OSS in the region. We are confident that AOSSC will have a more illuminating role and generate a more far-reaching impact on the OSS world.”

The web site, sponsored by DotAsia, a non-profit organization to promote the use of the Internet in Asia, will be developed in phases as repository of technical resources, regression test results, success cases, and open source solutions by collaborated efforts of Asian members.
