India relaxed local sourcing norms for single-brand retailers with foreign direct investment (FDI) and allowed them to commence e-commerce operations before setting up brick-and-mortar stores. The move is likely to benefit big global retailers like H&M, IKEA and Uniqlo. Single-brand retailers with over 51 per cent FDI now have to procure 30 per cent of value of goods from India
India unveils draft guidelines for e-com firms
India has proposed guidelines for e-commerce firms that mandate e-tailers to display details of sellers supplying goods and services on their websites and moot the procedure to resolve complaints and requires a 14-day deadline to effect refund request. The draft makes it mandatory for e-commerce companies to ensure protection of personally identifiable customer information. The firms should be a registered legal entity under Indian laws and should submit a self-declaration to the ministry stating that it is conforming to guidelines. The companies should also comply with the provisions of Information Technology Rules, 2011. They will have to display on their websites details about sellers supplying goods and services.

Cabinet approves Code Bill
The Union Cabinet on November 20 approved the Labour Code on Industrial Relations 2019, allowing firms to hire workers on fixed-term contract of any duration. The code has retained the threshold on the worker count at 100 for prior government approval before retrenchment but has a provision for changing such number of employees through notification. Fixed-term employment implies a worker can be hired for any duration, three months or six months or a year depending on season and orders.
