US coalition calls for strong rules for govt PPE purchases

An US industry coalition representing the full spectrum of personal protective equipment (PPE) production recently urged the government to create strong domestic procurement rules for federal PPE purchases, substantially similar to the Berry Amendment in 1941 and the Kissel Amendment in 2009 related to domestic origins of items in defence procurement.

“Taxpayer dollars should not go to China and other offshore PPE producers, only to have those same producers withhold access to vital supplies and equipment in the face of global shortages,” the coalition said in a joint statement.

The statement outlined policy principles and objectives needed for reshoring and safeguarding domestic PPE manufacturing and called on the government to implement forward-looking policies to shore up the strategic national stockpile and to identify, incentivise and maintain a robust domestic supply chain for PPE and medical supplies.

It requested the government to create incentives for private sector purchases of indigenously-manufactured PPE and provide funding assistance for companies to reconstitute domestic PPE supply chains.

“We are united in our support of important principles that must be adopted in order to address our current public health needs and guarantee our nation is better prepared to respond to future emergencies,” the 21 associations said in the statement.

Signatories included National Council of Textile Organisations, the Alliance for American Manufacturing, American Sheep Institute, INDA: Association of the Nonwoven Fabrics Industry, the Narrow Fabrics Institute, the National Cotton Council, the Parachute Industry Association, the Rhode Island Textile Innovation Network, SEAMS: Association of the US Sewn Products Industry, the South Carolina Textile Council, the US Industrial Fabrics Institute and the United States Footwear Manufacturers Association.
