Cheap imports from Asia have put the Czech footwear industry in turmoil.
Price of imported leather shoes often varies between $2 or $2.5 which is below manufacturing cost.
Petr Kubat, President of the Czech Footwear Association observed that applying anti-dumping duties on leather shoes from China and Vietnam will not stop inflow of cheap imports. Anti-dumping duties will hurt honest businessmen, but not the ones who import with the connivance of authorities.
China exported some 56 million pairs of shoes at average price of $2, which is not even the factory price.
Michal Jansky of Bata Czech Republic agrees a blanket tariff will only make leather shoes more expensive and encourage imports of synthetic shoes.
Problem can be solved by incorporating policy of minimum import prices rather than having across the board anti-dumping duty.
Presently the issue has become a political one due to pressure from Italian and Spanish producers.
