The sector accounts for 13 per cent of the country's industrial production and contributes 12 per cent to the nation's export earnings. The industry is the second-largest employer in the country, next only to agriculture, and provides employment to 45 million people.

The ongoing Covid-19 pandemic has brought virtually all activities like production, logistics, and retail sales to a grinding halt throughout the world. It is an unprecedented situation, and it is essential to measure its impact and estimate the losses, in order to help the government and other planners take appropriate steps to minimise the losses.
