Chinese Ministry of Commerce's (MOC) Administrative commercial departments and financial offices (bureaus) in all provinces, autonomous regions, municipalities, separately listed cities and Xinjiang Production and Construction Corps of CPLA:
For the purposes of promoting quality and security level of export agricultural, light industry and textiles products, enhancing international competitive ability of relevant domestic industries, and ruling use of capitals for trade promotion of agricultural, light industry and textiles products and improving the use value of the capitals.
Ministry of Commerce and Ministry of Finance stipulated Provisional Measures for Administration of the Capital for Promoting the Trade of Agricultural, Light Industry and Textile Products, which is now printed and distributed to you all for implementation.
