The EU and the West African and Central African delegations recognized the importance of ensuring the necessary resources for the EPA process through EU funds and particularly in the 10th European Development Fund.
The Commission recalled the €2billion per year in aid for trade pledged by the European Commission and EU Member States, a substantial part of which will go to ACP countries negotiating EPAs. These funds will be additional to the European Development Fund.
EU funds will be used to support adjustment and competitiveness in productive sectors affected by the EPA. Funds will be used to cushion the short-term fiscal impact of tariff reductions and fiscal reform, and to help in the implementation of new rules such as SPS standards included in the EPA.
The EU considers competition, investment and public procurement as key issues for development, and believes it is important to include them in the text of the EPA.
