Seoul and Washington will hold their bilateral talks until Feb. 14 (Wednesday) with the hope of getting closer to the conclusion of trade pact by the end of March.
Both sides need to make an agreement on free trade by the end of March because the Bush administration's trade promotion authority (TPA) will expire on June 30, this year. The TPA allows the administration to negotiate trade agreements with other countries, which the U.S. Congress can either approve or reject, but not alter. The U.S. Congress needs at least 90 days to review the trade agreement after it is submitted.
