“Clusters have become the essential tools for survival and excellence for Small and Medium Enterprises (SMEs) enabling them to achieve national and international standards in cost, quality and delivery.

However, the challenge lies in scaling up the cluster movement by creating a large number of cluster counsellors who can facilitate the formation of clusters for manufacturing competitiveness of SMEs”, said Dr V Krishnamurthy, Chairman, National Manufacturing Competitiveness Council, Government of India.

He announced that India will soon have a Manufacturing Policy that would aim at sensitising and encouraging Government to take development measures and evolve policies to strengthen the manufacturing sector.

Delivering the keynote address at the Inaugural Session of the first Cluster Summit 2008, organised by Confederation of Indian Industry (CII) in association with Automotive Components Manufacturers Association, ACMA Centre for Technology, National Institute for Quality & Reliability, Maruti Centre for Excellence and United Nations Industrial Development Organisation in Chennai.

Dr Krishnamurthy said that the National Competitiveness Council is giving importance to cluster development, especially in the high priority areas of leather & footwear, textile and garments, auto components and electronics.

He said that the manufacturing sector should contribute to 35-40% of wealth creation, considering the nature of India's demography and resource availability.
