MOEA opens the 'Textile Industry Development Facilitation Office'

In recent years, however, the industry has been affected by the rising labor cost, globalization trend (particularly in the garment industry) and the competitive developing countries, and suffered from a gradual decline in both its total industrial productivity (NTD471.8 billions in year 2007) and export value (total USD11.7 billions in 2007).

Endeavoring to achieve a breakthrough in the competitive market, MOEA has coordinated the industrial, academic and research circles to initiate a structural adjustment to the industry by encouraging the development of “functional” and “technical” textile products.

With the collaborative efforts of members in the domestic textile industry, a significant improvement of 3% has been achieved last year in terms of industrial productivity. The industrial structure, furthermore, has also been adjusted from the original 80:10:10 (Clothing: Decoration: Industry) of 2001 to 67:11:22 in 2007, signifying the preliminary achievements of teamwork by the industry, government, academic and research circles.

Facing the soaring oil price and the highly competitive market, MOEA is actively planning to create new dynamics to further upgrade the industry, and have established a productivity target of NTD580 billion for year 2015, with the industrial structure to be further adjusted to 50:17:33 (Clothing: Decoration: Industry). It is hoped that these approaches will forge the textile industry into a high-tech industry in the next generation.

The sign-unveiling ceremony of the “Textile Industry Development Facilitation Office” was held on 31 July, hosted by Mr. Shih Yen-Hsiang, Vice Minister of MOEA. Representatives from the industry, government, academic and research circles have been invited to witness and announce the formal commencement of the new-wave industrial engine.

Apart from integrating the internal resources from the Bureau of Foreign Trade and the Industrial Development Bureau, the project has also involved the collective promotional efforts of various research units including the Taiwan Textile Research Institute, Taiwan Textile Federation, Material & Chemical Research Laboratories of the Industrial Technology Research Institute, and Footwear and Recreation Technology Research Center.

The initiatives include the establishment of a service platform, recruitment of expert consultants, facilitating the alliance of various associations in the industry, academic and research circles, organizing series of seminars to promote cooperation among the headstream, middle and lower stream units as well as cross-industrial partnership, etc.

A variety of incentive programs from the government, including coaching, subsidy, technology transfer-in and marketing, etc. will be implemented at the same time to facilitate product development, production investment and marketing activities, so as to create a new business prospect for the high-technology textile industry of the next generation.
