Back-up system to pre-register on REACH-IT from Dec 1

Today, ECHA has published on its website a new web page setting out the back-up pre-registration procedure. This page contains a link (not activated) to a web form which will allow companies to submit information on their substances outside the REACH-IT system. ECHA will decide to enable the form on Monday 1 December, the last day of the pre-registration period, to ensure that all companies that wish to pre-register under REACH may do so.

During the past weeks, the REACH-IT system has experienced unprecedented heavy usage from companies, which has slowed down the response time of the system during peak hours. As ECHA cannot predict the response time during the final hours of the pre-registration period, it will decide to enable a back-up procedure on Monday 1 December to allow companies to submit pre-registration files both in and outside REACH-IT.

By providing this back-up procedure, ECHA wants to make certain, as communicated several times during the past weeks, that companies that wish to pre-register can still do so also on 1 December.

By publishing all information on the back-up procedure today, ECHA would like to ensure that companies can familiarise themselves with the procedures. The deadline for submitting pre-registration files is still midnight 1 December (24:00 GMT). The pre-registration web form may be accessed via the Pre-registration Back-up page on the ECHA website. You can find the Back-up page in the REACH-IT section as the second item on the menu.

Please remember REACH-IT is the better route to submit pre-registrations even when the back-up route is enabled.

REACH-IT:
•Submission of bulk files via the bulk pre-registration route in REACH-IT is the fastest method for submitting many substances which have EC numbers.
•REACH-IT is faster than before but because of the great number of submissions there is a queue of bulk pre-registration files waiting to be processed. Unless you have received a failure message, normally within 3 hours, please do not send the bulk file again. If you do not receive a failure message, the pre-registration date assigned by REACH-IT will be the date of submission of the file. The pre-registration numbers will be assigned in the days thereafter.
•On-line pre-registration of individual substances gives immediate confirmation of successful submission and the pre-registration number.
•Optional information such as similar substances, contact persons and pre-SIEF remarks can be added and modified after the pre-registration period.
•REACH-IT allocates companies to SIEFs and provides pre-registration numbers for your substances automatically.

Back-up:
•You must use REACH-IT to pre-register as long as the web form is not enabled.
•You can submit files only in the XML and Excel format specified by ECHA.
•The system does not have the same functionalities as REACH-IT. It is only a means for ECHA to receive information in a standard, structured format.
