National Council of Textile Organizations (NCTO), USA, issued a press release on March 16, saying that textile and garment imports from China in 2009 witnessed a surge, and called on the U.S. government to impose surveillance and control measures.

China Chamber of Commerce for Import and Export of textiles, on behalf of the majority of Chinese textile and garment export enterprises, has vehemently opposed any form of control and restrictions against Chinese textile products.

China is the world's biggest textile and apparel producing countries and in its long history has faced the stringent quota restrictions and the claim by NCTO that prices of 10 categories from 12 categories declined were contrary to the truth and irresponsible.

After years of development, China's textile and garment industry has gained certain advantages in product quality, production management and cost competitiveness across the whole textile value chain, which accounted for competitive prices.

The importers and retailers from the US were free to buy goods from anywhere in the world. But if they were buying from China, it was because of the inherent qualities as mentioned above, which placed China above other countries.

The Chinese Camber hopes that the textile industry in the US will put aside prejudices and policies and give full consideration in improving their labor productivity and technological innovation, which are the key reasons affecting employment.

The Chinese textile and garment enterprises are willing to cooperate with the US in fields like textile yarn, fabrics and design so that the two sides could achieve common development through cooperation of both countries.

In the eight years after China's accession to the WTO, China has earnestly fulfilled her commitments and made great achievements in reducing tariffs, opening up markets, with imports of cotton, textile and garment products from the US also on the rise.

At present, under the impact of the economic downturn of global environment, more than 20 million of Chinese textile and garment companies are facing difficulties and challenges, which is making survival difficult.

China hopes the US will take full account of long-term interests of textile and apparel trade between the two countries, responsd to globalization trends and consumer demand and not take any action detrimental to bilateral trade relations.
