Delay in rollback of the mandatory registration of spinning mills under the Punjab Agriculture Produce Marketing Act, 1962, and entry tax on ginned cotton are the issues of concern for the spinning mill owners of Punjab.
In a meeting with a delegation of Northern India Textile Mills' Association (NITMA) held on October 21, 2009, the Chief Minister Mr. Parkash Singh Badal decided to remove the required registration of spinning mills with the Punjab Agriculture Marketing Board as the cotton procured by the spinning mills was levied the 'mandi' tax.
Moreover, in the meeting, the CM had ordered the secretary of Mandi Board to withdraw the criminal cases filed against spinning mills for not taking the licenses.
In this regard, an NITMA official informed that, as no written notification had been sent, the Mandi Board continued to send notices to the spinning mills for not taking the licenses required under Punjab Agriculture Produce Markets Act.
He added that, in that meeting it was decided by the Punjab Government to bring in the required amendments in to relevant act.
