ECHA adopts substance evaluation plan for 2014-16

ECHA's Member State Committee (MSC) adopted an opinion on the substances to be evaluated in its meeting in February. The MSC supported the evaluation of substances proposed in the draft CoRAP update for 2014-2016 and ECHA has now adopted the final CoRAP for 2014-2016. The draft proposal has been available on ECHA's website since 4 November 2013.

The draft update for 2014-2016 has been prepared in close cooperation with the Member States, taking into account the agreed risk-based criteria for the selection of substances. 21 Member States will carry out substance evaluation in the coming three years. In the CoRAP update, justification documents are provided to briefly explain the grounds for the initial concerns for each substance in 2014-2016.

In many cases, the initial concerns are related to potential persistent, bioaccumulative and toxic properties, suspected endocrine disruption or carcinogenic, mutagenic and reprotoxic properties in combination with wide dispersive or consumer use(s).

From the date of publication of the CoRAP update 2014-2016, the respective Member States have one year to evaluate the 51 substances specified for 2014. In addition to the initial grounds for concern, other concerns on the substance may be identified and addressed during the evaluation. Where necessary, within this time they will prepare a draft decision for requesting further information to clarify the suspected risks.

Such draft decisions will be reviewed by the other Member States and ECHA and when necessary agreed by the Member State Committee before ECHA issues the final decision. The registrants of substances listed on the CoRAP will be given an opportunity to comment before any decision to request further information is taken.

The Member States, the European Commission and ECHA have agreed on the recommendations on best practice for interaction during substance evaluation and these are available on ECHA's website. ECHA encourages registrants of the substances to start coordinating their actions and to have early interactions with the evaluating Member States.
