At the request of Member States the European Commission introduced surveillance by means of Commission Regulation No 117/2005 that came into force on 1 February 2005 and will apply for a limited period - no later than 31 January 2006. This close surveillance applies to six categories of footwear previously under quota. The detailed surveillance has two parts, one monitors issued import licenses (ex ante), the other actual imports to the EU (ex post). The trend given by the ex ante monitoring gives an early warning, while data from the ex post system gives a comprehensive picture of what actually is imported. Data published today is based exclusively on actual imports, not import licensing.
