EU delegation explains RoO to garment exporters

To explain and make Lao exporters better understand “The New EU-GSP Rules of Origin”, a day-long seminar was held at its capital Vientiane. The seminar was conducted by a delegation of the European Union led by Henry Prankerd, in association with the Laos PDR Ministry of Industry and Commerce's department of Import and Export Control.

The new EU Rules of Origin (RoO) give zero-duty access to all products, including garments, from the least developed countries like Laos to the EU markets. The seminar was intended to help Lao exporters overcome the obstacles that they face when they try to take advantage from the EU preferential trade arrangements with Laos.

The new regulations require that all products exported to the EU should be accompanied with certificates of origin.

With the new EU RoO in place, the trade volume between EU and Laos is expected to increase. Garments accounted for 71 percent of all Lao exports to EU worth Euro 227 million in 2009.
