In January and September 2006, China implemented new regulations that altered the trade policy related to the export of products made of hides and skins.
In January, the Chinese Government eliminated hides and skins products from preferential export programs. However, in September, China loosened these restrictions and partially re-instituted the same export support programs for the most high value leather products.
In September, China issued Decree No. 63 “Adjustment on Policy on Processing Trade of Hides and Skins” and Announcement No. 390 “Relevant Issues about Processing Trade of Hides and Skins” to implement these changes.
