In spite of being the country’s biggest cotton producing state, most of the cotton produced in Maharashtra is not processed domestically, state Textiles Minister Naseem Khan said.

He said with a view to create employment opportunities in textile industry, the government has decided to establish integrated textile or spinning parks facilitating all activities right from cultivating cotton to processing it and transforming it into ready-made garments.

The highest cotton growing belts of Nandurbar and Jalgaon in Khandesh region and some parts of Vidarbha region would be prioritized for establishing the parks, for which they propose to use the land under Maharashtra Industrial Development Corporation (MIDC) in cotton cultivating regions, Mr. Khan said.

The state government is about to appoint two consultants who can make a detailed plan about the proposed amendment.

The cost per project has been pegged at a maximum of Rs. 300 million and the state expects to raise the amount from investors from within the state and outside. Moreover, it is also proposed to provide tax subsidies and concessions to draw investors to set up their units in these parks, Mr. Khan said.

New manufacturing units in cotton belts of Vidharbha, Khandesh and Marathwada qualify for a 10 percent subsidy under the state’s Textile Policy, which was finalized last year. The policy has attracted investment proposals worth Rs. 100 billion by now, Mr. Khan said.
