Finally, EU & Britain reach an outline Brexit deal

European Union and the United Kingdom have reached an outline Brexit deal after days of intense negotiations. The deal now needs to be approved by the European bloc and also ratified by both the European and UK Parliaments. The UK Parliament will hold a special session on Saturday to ratify the deal described as a "great new deal" by PM Boris Johnson.

European Commission President Jean-Claude Juncker said it was a "fair and balanced agreement".
 
However, Northern Irish government allies of PM Johnson have opted out of backing the outline deal because of provisions for the Irish border. This would make it difficult for Johnson to get past the UK Parliament, which had rejected a previous deal three times.
 
PM Johnson needs all the support he can get to push any deal past a deeply divided Parliament and will surely temper jubilation at the EU summit. The UK parliament already rejected a previous deal three times.
 
The EU and the UK share their only land border between the Northern Ireland and Ireland. The outline deal finetunes customs and sales tax regulations for trade in goods between the two blocs. The customs and other arrangements are key to guaranteeing an open border between Ireland (a member of the EU) and Northern Ireland (a part of the UK).
