From 2002, the Chinese Government has carried out an industrial cluster policy, and the number of textile and garment industry clusters in the country has grown to more than 190, which together account for over 40 percent of the Chinese textile and apparel production capacity.

Only Shishi City, Fujian, Guangdong Humen Town, Dongguan City, Zhejiang Haining Warp Knitting Industrial Park and seven other industrial clusters together contribute more than 400 billion yuan output value of textile and garment industry.

These clusters together have more than 18,000 textile and garment enterprises, employing about 700,000 people.

Recently, China Textile Industry Association vice president Gao Yong said the relationship between industrial clusters and business is like grass and trees.

He said improvement in research and development, monitoring, training, etc. in clusters result in nourishment of enterprises, and corporate flexibility in turn makes increases vitality of clusters, making them more dynamic.

In the backdrop of high raw material prices, labor costs going up and other unfavorable factors, small and medium enterprises (SMEs) relying on specialization of industrial clusters become the main direction of development of the textile and garment industry in China.
