According to a statement issued by the Ministry, the Board of Directors Council is the body responsible for the regulation, monitoring and development of two sectors, including cotton, which employs more than three million producers.

Mr. Coulibaly said the official installation of the board is a culmination of a process which began in June 2011, with the establishment of a working group whose mission is to identify a strategy for the reform of cotton.

The strategic directions of the reform of both the sectors from a broad consultation with operators, agricultural professional organizations, both national and international experts and development partners, have been adopted by the Council of Ministers on March 2013, he added.

The objectives of the strategy for the reform include optimization of production and improving the quality of cotton, increasing the value-added processing, strengthening good governance in the sectors, improving the environment and living conditions of the farmers, and more.

The implementation of the reform would be a part of the new regulatory and institutional framework defined by the Law No. 2013-656 established in September 2013, which lays down the rules for the marketing and regulates the activities of both the crops, including cotton.
