Testing Machines brings high-wage jobs to Delaware

Testing Machines Inc., a supplier of laboratory testing instrumentation, is relocating its headquarters and manufacturing operations from Long Island, New York to Delaware. Governor Jack Markell, Secretary Alan Levin and Secretary Collin O'Mara joined company executives to make the announcement at their new 20,000-square-foot facility, located at 40 McCullough Drive in New Castle.
“When we heard that TMI was open to leaving their facilities in another state, we jumped at the chance to welcome them to Delaware. These are high-wage jobs creating high-tech products that get exported across the world. When they do, it's great to know those exports will be made by Delaware hands for what is now a Delaware company," Markell said.
DEDO recently awarded TMI a $500,000 loan from the Delaware Strategic Fund for working capital and the acquisition of machinery and equipment associated with the relocation. If the company hires and maintains a minimum of 50 full-time jobs over three years, $100,000 of the loan will convert to a grant.
Seventeen existing employees have already relocated to Delaware. The company hired 11 new employees to date with plans to add the additional 22 positions by the end of summer.
“When the leaders of TMI decided to relocate, they researched multiple locations east of the Appalachian region, but they chose Delaware for our talented workforce, low taxes and desirable quality of life,” said DEDO Secretary Alan Levin. “Their decision shows that it takes more than just a big check to create jobs. In Delaware, we're working hard every day to foster the right environment for business.”
Testing Machines made a capital investment of $300,000 to build an environmentally friendly plant including a solar power system with 160 solar power panels generating 50 kilowatts. The work was contracted by Wise Power Systems of Wilmington. Fifteen wells will provide geothermal heating and cooling. A new membrane roof was installed by another Wilmington-based company, Francis Pollinger & Son. Additional sustainability efforts and energy reduction include installing LED lighting throughout the new facility. These measures will reduce energy consumption by 80 percent.
“The TMI Group is extremely proud of our new sustainable New Castle, Delaware headquarters,” said John Sullivan, president of The TMI Group of Companies. “The Delaware Economic Development Office was instrumental in helping the TMI Group relocate to Delaware. The new state-of-the-art facility is completely self-sustaining with solar power generation and we're thankful for the assistance of the Delaware Green Energy Fund.”
The Delaware Department of Natural Resources and Environmental Control approved a grant of $90,000 from the Delaware Green Energy Fund for the solar power system.
“TMI's significant investment in solar and geothermal technology will prevent nearly a hundred thousand pounds of carbon dioxide emissions annually from entering our atmosphere,” said DNREC Secretary Collin O'Mara. “With the support of the State's Green Energy Fund, TMI will reap a valuable payback and reduce their energy costs, while at the same time benefitting all Delawareans by supporting cleaner air, reducing greenhouse gas emissions, and supporting the creation of clean energy jobs.”
