The event is integrated as part of a larger International Rugby Board Asian Rugby Sevens Series with events in cities across Asia.

The Shanghai Sevens tournament, which will be sanctioned by the China Rugby Football Union and the Asian Rugby Football Union, will have up to 12 international teams participating which will be drawn from Asian National Rugby Unions and are expected to include China, Japan, China Hong Kong, and Singapore among others.
