The US department of labour recently announced its intent to award up to $20 million in grants to elevate workers’ rights and improve working conditions in El Salvador, Guatemala and Honduras. In the coming weeks, an additional $13-million funding will be announced to improve occupational safety and health conditions, access to social protection services and respect for workers’ rights in Central America.

Countries in that region manufacture apparel for export to the United States.

Administered by the Bureau of International Labour Affairs (ILAB), the first funding opportunity will finance projects to promote respect for and compliance of labour rights in the region that are aligned with the US administration’s Root Causes of Migration Strategy, the department said in a press release.

The $20 million in available funding includes up to $7 million to address child labour, forced labour and other unacceptable conditions of work the vulnerable populations in the three countries that include indigenous communities and people of African descent.

The administration’s Root Causes strategy recognises that decent work and the promotion of labour rights fosters inclusive economic growth.

The region’s challenges include weak labour law enforcement, limited union organisation, high levels of informality, historically marginalised populations excluded from workforce and educational opportunities and a population more vulnerable to the risks of labour exploitation, child labour, the novel coronavirus and natural disasters.

ILAB seeks to strengthen global labour standards, enforce trading partners’ labour commitments, promote racial and gender equity, and combat child labour abuses, forced labour and human trafficking.
