METI gives testimony on WTO variation of trade policy

METI announces the 2006 Report on the WTO Inconsistency of Trade Policies by Major Trading Partners” (2006 Report) has been adopted on April 11 by the Subcommittee on Unfair Trade Policies and Measures (Chairman: Mitsuo MATSUSHITA, Professor of Law, Seikei University) of the Industrial Structure Council.

In response to the report, METI has released “METI Priorities on WTO Inconsistent Foreign Trade Policies” (METI Priorities), containing items and related actions deemed to be of a high priority in implementing future trade policies.

Publication of the 2006 Report
This year's Report illustrates more than 100 problems associated with trade policies and measures of Japan's trading partners (the U.S., China, ASEAN, the EU, Korea, etc.). The Report also describes concrete progress and actions taken to resolve these issues.

Publication of the METI Priorities
Based on the points raised by the Industrial Structure Council (and in the 2006 Report), METI has released a list of 12 priority items to be considered when implementing trade policy. Publication of the Report will thus be integrated with the implementation of trade policy. It aims to clarify the government policy to industry and other related parties in Japan in order to promote collaboration with industrial circles.

METI carried out its evaluation of problems related to trade policies and measures by conducting follow-up studies on the previous year's METI Priorities. Results of this evaluation are reflected in the current METI Priorities, and the overall trade policy cycle (covering the identification of problems, actions to cope with them, and follow-up on those actions) is clearly presented.

Among items listed in the previous year's METI Priorities, two items (China: Failure to fulfill tariff concessions for photographic film and Indonesia: Problems related to imposition of tariffs on digital cameras) were deleted because there were significant improvements in those issues.
