The Office of theDevelopment Commissioner for Handlooms, Government of India has beenimplementing a number of developmental schemes and programmes to protect the interest and welfare of the weavers. It is proposed to introduce the "HandloomMark" which will provide a collective identity to the handloom products and can be used not only for popularizing the hand woven products but can also serve asa guarantee for the buyer that the product being purchased is genuinely handwoven. Besides, this would provide a distinctive name in identifying the product or the manufacturer. The Handloom Mark would, therefore, be a hallmark of powerfulcreative work that defines the product with clarity, distinguishing it fromcompetition and connecting it with customers.


The creation of handloommark was entrusted to the National Institute of Design, Ahmedabad. The form ofthe logo has been derived from the interlocking of the warp and the weft. Thesethreads stand for the collaborative institutes giving their inputs and theweavers giving their skills. The interaction between them is leading to a closenetwork. The warp and weft have been molded to form a three dimensional cube.


The mark is in twoforms. One for Domestic use: the word Handloom is written beneath the logo andthe other for International marketing: same logo with the word Hand woven in India written beneath it.

  • Application has been made for the registration of Certification Trade Mark under the Trade Mark Act, 1999 as well as for Copyright under the Copyright Act, 1957.


  • Each label is coded on its backside for easy identification/classification. E.g. DF followed by coded number for fabric for domestic sale, DM followed by coded number for made-ups and garments for domestic sale: EF followed by coded number for fabric for export and EM followed by coded number for made-ups and garments for export.


Objective and Scope of Handloom Mark


Objective


  • Promote handloom products in Domestic as well as International Market.
  • Provide assurance to the consumers about the genuineness of the product origin.
  • Improve international marketing linkages to the handloom weavers.
  • Strengthen supply chain for Handloom products
  • Improve price realization of the Handloom products in Domestic as well as International Market
  • Improve the earnings of the handloom weaver community
  • Facilitate uninterrupted workflow throughout the year to the handloom weavers.
  • Develop database on the handloom supplies and weavers that will help in supporting the weavers through the existing schemes being implemented by the Govt. of India and framing of the future plans.

 

Scope


  • The scheme covers all handloom fabrics and products made thereof.
  • The Handloom Mark scheme will be operational throughout the country. Individual weavers, Master weavers, Primary Handloom Weavers Co-operative societies, Apex societies, State Handloom Corporations, Retailers, Manufacturer Exporters and Merchant Exporters are entitled to participate in the scheme and avail benefits thereof.


Standard of certification for Handloom Mark


For Domestic Market Eligibility Criteria


1.         For Individual Weaver:

    • Should posses Handloom/s.
    • Based on the estimated production capacity and productivity.
    • Registration either with Weavers Co-operative society or with any of the Government schemes such as Weavers service centers, Handloom Weavers Group Insurance scheme, Deendayal hathkargha, Mahatma Gandhi Bunkar will be preferred.


2.         For Master Weaver

    • Should have networking of only Handloom weavers.
    • Based on the estimated of the production capacity:
    • Registration either with Weavers Co-operative society or with any of the Government schemes such as Weavers service centers, Handloom Weavers Group Insurance scheme, Deendayal hathkargha, Mahatma Gandhi Bunkar will be preferred.


3.         For Co-operative Society Weaver

    • Should be registered under Co-Operative Societies Act.
    • Based on the estimated production capacity & membership profile.
    • Registration either with Federation Weavers Co-operative society, apex society or with any of the Government schemes such as Weavers service centers, Handloom Weavers Group Insurance scheme, Deendayal hathkargha, Mahatma Gandhi Bunkar will be preferred.


4.         For Apex Handloom Society, Handloom Development Corporation

    • Should be registered under Co-Operative Societies Act.
    • Based on the estimated production capacity & membership profile.


5.         For Manufacturers and Retailer of made-ups & Garments

    Following fields are mandatory for Manufacturers and Retailer of made-ups & Garments.

    • Based on last year production/sale statement duly signed by a Chartered Accountant.
    • Based on the source of supplies and quantities of hand woven fabrics.
    • Produce the average consumption per garment / made-up articles


 

For Export Market Eligible Criteria


1.       For Manufacture Exporter & Merchant Exporter

Without following information Manufacture Exporter & Merchant Exporter can not get Handloom Mark.

    • Based on last year production/sale statement duly signed by a Chartered Accountant.
    • Submit the source of supplies and quantities of hand woven fabrics.
    • Produce the average consumption per garment / made-up articles


2.       For Merchant Exporter

Following fields are mandatory for merchant exporter.

    • Based on last year production/sale statement duly signed by a Chartered Accountant.
    • Submit the source of supplies and quantities of hand woven fabrics.
    • Produce the average consumption per garment / made-up articles


Conclusion:


Handloom Mark Scheme allows duty credit facility @ 2.50% of the FOB value of exports to 50% of the export turnover of notified products such as value added fish & leather products, stationary items, fireworks, sports goods, Handloom products bearing Handloom Mark and Handicraft items. This way, it is helpful to handloom exporters. Moreover, it will increase authenticity and justification of prices of handloom products.
