US garment importers have misread interim decision to implement licensing mechanism that will control garment exports, Chairman of Vietnam Textile and Apparel Association Le Quoc An said.
This was the reaction after US Association of Importers of Textiles and Apparel (USA-ITA) raised concerns over Government's decision to implement export license on certain apparel exports to US stipulated in Official Notification No.0616/BTM-DM dated 29/12/2006.
USA-ITA believes that this move will affect its freedom to do business with domestic garment exporters.
On February 28, 2007, Ministries of Trade and Industry issued a circular No.03/2007/TTLT-BTM-BCN mandating monitoring of apparel exports to US.
As per the circular, both the Ministries would grant interim export licenses for certain types of garment shipment to US.
This grant of license will assist in maintaining track record of export figures and prices of apparels.
Ministry points out that statistics available with customs are not accurate to satisfy monitoring requirements.
This move will also ensure that clothing exports are not dumped on US markets.
In spite of soaring input costs and lower prices, textile and garment exports stood at US $5.8 billion in 2006, an increase of 20 percent compared to previous year.
Out of total textile and apparel exports in 2006, shipment to US alone reached $2.2 billion in last year.
This year, textile and apparel exports are expected to achieve $7 billion this year, An added.
