DGAD has decided to conduct sunset review following a petition filed by Alkali Manufacturers’ Association of India (AMAI) on behalf of 3 major domestic producers of caustic soda, i.e. DCW Limited, Grasim Industries Limited and SIEL Chemical Complex.
The sunset review investigation will “review the need for continued imposition of the duties in force in respect of the subject goods (caustic soda), originating in or exported from the subject countries (Saudi Arabia and the US) and to examine whether the expiry of existing duty is likely to lead to continuation or recurrence of dumping and injury to the domestic industry,” an official notification said.
The period of investigation (POI) would be April 2016 to June 2017 (15 Months). The injury investigation period will be the same i.e. 2013-14, 2014-15, 2015-16 and POI. The data beyond POI will also be examined to determine the likelihood of dumping and injury, the notification said.
In India, anti-dumping duties are imposed by the ministry of finance based on the recommendations of DGAD. Under the multilateral WTO regime, these duties are not aimed at restricting imports but are imposed to ensure fair trade and provide a level-playing field to the domestic industry. (RKS)
