US exempts top firms from antidumping duty on recycled PSF

The two biggest Chinese recycled polyester staple fibre (PSF) producers will not be affected by the recent decision of the US International Trade Commission (ITC), to continue imposing antidumping duty on imports of PSF from China.

The main reason being that, Cixi Jiangnan Chemical Fiber Co and Ningbo Dafa Chemical Fiber Co., Ltd. need not pay antidumping duty on the PSF that they export to the US, despite other PSF producers paying anti-dumping duties between 3.47 percent and 44.3 percent.

Speaking exclusively to fibre2fashion, Mr Andy Mao a spokesperson of Cixi Jiangnan said, “The designated authority in the US did a complete survey of our operations and determined the cost at which PSF was manufactured in our plants”.

He explained, “They concluded that our costs were very low and in no way could cause material injury to US PSF producers. Hence our company was permitted to export PSF to the US without payment of antidumping duty”.

Explaining the reasons for Cixi Jiangnan being the biggest Chinese recycled PSF exporter to the US, he said, “Our PSF exports are highest because of the best quality PSF that we supply and also because of our quality service. Zero antidumping duty is a minor reason”.

A spokeswoman of Ningbo Dafa who did not want to be named, informed that antidumping duty on exports of recycled PSF from Ningbo Dafa was lifted in the latest sunset review. Earlier they were paying a duty of 4.86 percent, she revealed.

She also added by saying that they had a capacity to produce around 400 kgs of recycled PSF per day. Ningbo Dafa produces recycled PSF from used PET bottles.

The antidumping duty was first imposed in June 2007 and this action comes under the five-year (sunset) review process required by the Uruguay Round Agreements Act.
