Govt issues white paper to solve computation issue

Commerce Ministry has circulated a white paper clarifying its position on the issue of methodology used while calculating growth rate for exports and imports.
In an effort to persuade Reserve Bank of India (RBI) and media which severely criticized Government for comparing provisional data with provisional data, the paper tries to clarify that since system of collection and compilation of merchandise trade data was in a transitional stage, such comparison was done to maintain transparency.
Ministry informed that discrepancy in trade data occurred due to the under-reporting of textile exports as a committee has found out missing entries worth US $12 billion for 2005-06 period.
Replying to the charges of compromising the data quality by reducing duration of the current provisional data to weeks, Ministry replied that no major discrepancy is expected with subsequent revision likely in the next three months.
It also refuted the charges that Government was trying to project higher export growth rate via such computations.
